Philosophy of life

We often classify countries naming Developed, Developing, Underdeveloped, etc based on their Human Development Indexes. But I usually think that they should be classified into four categories as countries having: More Money and Government wants to work for people. More Money and Government do not want to work for people. Less Money and Government wants to work for people. Less Money and Government do not want to work for people. Uganda, considered as one of the least developed countries is in the same situation where they have less money and the Government making no efforts to uplift the standards or work of living. Often stated as the "Drinking capital of Africa".  Waragi is an Alcoholic drink made by the locals using bananas.
